Why Would You Need Police Clearances Certificates (or NBI Clearance, if from the Philippines)

There are various reasons why a person would need Police Clearances (or NBI Clearance, if from the Philippines) from his or her home country. There are employers who may require the submission of these Police Clearances from prospective employees. Immigration, Refugees and Citizenship Canada (IRCC) usually requires the submission of Police Clearances (or NBI Clearance, if from the Philippines) when an individual applies to be a Permanent Resident or a Canadian Citizen, as well as their family members. There are instances when IRCC even requires these Police Certificates from visitor, study or temporary worker visa applicants.

Who Needs a Police Clearance Certificate (or NBI Clearance, if from the Philippines)

Depending on the pathway or program you intend to apply to, an applicant and his or her family member/s may be required to secure a Police Clearance or Certificate. For example, if you are applying to be a Permanent Resident in Canada, the system will oblige you to submit a Police Clearance for you and your family members (defined by IRCC as your spouse or common-law partner, dependent children, and their dependent children) who are 18 years old or older and stayed during the last 10 years for 6 months or more in a row.

How to get a Police Clearance Certificate (or NBI Clearance, if from the Philippines)

Different countries entail different sets of requirements. For NBI Clearance, one must be ready to provide the following:

  • Photocopy of the bio-page of your valid passport (original to be presented)
  • Recent 2in x 2in colored photo (taken within the last 3 months)
  • Fingerprints by an accredited RCMP agent
  • Accomplished and duly signed NBI Form No. 5
  • The Philippine Consulate General (PCG) Toronto provides the NBI Form No. 5. In its website, the PCG Toronto published that “Applicants will be asked to accomplish the NBI Form No. 5 and a consular staff will take the fingerprints of the applicants, accordingly. The notarized NBI Form No. 5 will be released the same day.” Then the applicants would have to send the Form (via courier) to the Philippines and ask and authorize a relative or trusted friend to process the NBI Clearance Certificate in the NBI office on the 4th Floor, NBI Clearance Bldg., UN Avenue, Ermita, Manila. Afterwards, the Clearance would have to be sent back to Canada via courier as well. A word of caution, though, since the Covid-19 pandemic, PCG Toronto requires everyone to book an appointment online prior to arriving at their office. Walk-ins are no longer allowed since the spread of the Corona Virus is being monitored and prevented.
